Every wake I have been to has been in the mourning.

There are times where people whom are in a bad situation go to the media out to cause public embarrassment. Then this works.

There are other times where business/government attempts to reasonably work with the people in a bad situation and people just act like media sluts.

I see this as the second situation.

Either all of the funeral homes in Chicago are conspiring to deny this innocent kid with no gang affiliation a respectable funeral, or this kid was in a gang and the operators of these funeral homes don't want to see the violence, which has already resulted in at least one death, spill into their business.

I've been saying this for years. If we can't kill them, why don't we make it easier for them to kill each other?

An enhancement to your solution: decriminalize killing gang members, while simultaneously ramping up the penalties for gang members who harm human beings (like, say, burning down their houses with them inside). With any luck they'll concentrate on killing each other even more and leave people who matter out of their little stone age games.
