Doesn't have to be a lot. Actually, if it's something you think is going to almost never happen, that makes it easy to sign people up for it and lets them go tell Mom that they're on the County Alien Invasion Defense Force or whatever-the-fark and feel good about themselves, knowing full well that they'll probably never actually be called upon to do anything.

Since one of my jobs is for a state agency, I am automatically considered part of Civil Defense, and if something bad happens, they can call me up and say "you, sandbag, now" or something. They never have, and our volcano craters are all federal here, so no county volcano rescue for me. :)

You'd be surprised. I've been up St. Helens three times. One time, when we were at the crater rim, the guy I was climbing with thought he'd get a closer view. When someone from another group told him he was probably standing on nothing but snow he turned around, and on his second step back toward us he sank up to his waist.

We dragged him out, thankfully, but it scared the shiat out of me.

You'd be surprised. Mostly they are there to rescue stranded hikers. One of the problems here, though, is that people don't register to climb the volcano and do it anyway.
