Sounds like a turf war. If you have the police force investigating the city council, maybe the city council has valid reasons for thinking that the police department is out of control and needs to be disbanded.
Or maybe the police are right.
Or maybe everybody is wrong, and the city should just declare a state of anarchy, devolving to tribal leadership.

Several communities in my area have disbanded the local fuzz in favor of the Sheriffs department. It's cheaper and the Sheriffs department isn't corrupt like the locals were.

I think all three of the police on the police force should riot, forcing the mayor of the 564 person town to call in the National Guard to contain them.

Then the governor of Texas could declare a state of emergency. They could have a barbecue.

Just stop funding the police department. Then FEMA can hire mercs to patrol your town and take your rights and guns away when the criminals take over.

I've never had any particularly negative interaction with the police, much less been arrested. I despise the job they do as a matter of principle.
