Never been arrested, but I've never have a situation where they weren't completely farking useless.

Maybe so... but Philly cops pretty much leave you alone if you are just regular person out having fun. They are busy as hell and don't waste time hassling folk for petty BS like speeding and being drunk in public.

One time I was at the tail end of an all nighter and came back tom my car to find the window smashed. Said fark it and cracked open some beers and tried to sober up with my buds.

A cop pulls up and says, "everything OK?" Sees three guys at 6AM on a Sunday drinking on a sidewalk.

I said, "yeah..some a-hole smashed my window."

He asked if I wanted to report it, I said no. He drove off. Never once hassled us for the beers or anything.

Any other place would have been trouble.

They may not be the best cops in the world, but they certainly don't break balls every five minutes like most other cops. They seem like regular folk, not tools of authority.

One of the men managed to get his hands over his head, while cuffed, and jumped into the police cruiser's driver seat.

They act like that's some sort of superhuman feat or something. It's not hard to do.

If they do catch him, he at least will have pretty good bragging rights in jail.
