Judging from phrase underlined above, a free education's worth every penny paid for it. As far as "drinking at the public 'purse' (trough?)", she served the public at their behest most of her life, and therefore deserved compensation. Trying to double-tax someone via death rates seems outright stupid, and a woman who sought fairness in the revenue code would naturally
avail herself of the legal means to prevent such an inequity befalling her heirs.
