Why not just use him for simply management, or for some of the training? Then again if he cannot perform one of the basic requirements of his job, then maybe it's time for him to find a new line of work.

Unless he's just in administration I think that he would have trained as a rookie (which would include climbing ladders reppelling down the sides of buildings) unless this hick town (sounds like one) just gives you a badge and a hose and says put out that trash fire and you are a firefighter, or maybe he is just looking for his retirement benefits a little early and came up with this bullsh*&t.

If it WERE the chief I wouldn't have a problem with it, since his job is to stay on the ground and frown thoughtfully at the building plans while orchestrating the attack on the fire. This makes me think of those fat cops you see every so often at gas stations and malls and stuff... I worry sometimes that someone's going to try to do something, and the cop will either take too long to get to me or pass out from the exercise or something...

Could be worse, he could be afraid of fires. At least they are some fires on ground level he can put out.
