How is it grammatically correct? The reason it doesn't sound right is because it should be "clothed horses". The "clothes horses", seems to me, would only be applicable if it was written in a possessive form, "clothes' horses", which would make since in your argument (or cloth's horse). But that would only be correct if the cloth was the owner of a horse - how can an inanimate object own an animate one?

"Clothed horses" is correct because, in this instance, "clothed" is an adjective describing "horses". Furthermore, the phrase from the headline is "clothes horses parade". It should be, "clothed horses' parade", although some English teachers will argue that it should be "clothed horses' parades" (so long as "parade" is not used as it's verb form, then there's no doubt it would be "clothed horses' parade").

So none of you have heard the expression 'clothes horse?' Seriously? I've seen it with a hyphen between them, but you can take my word for it that it is a real expression.

Generally 'clothes horse' means someone with a penchant for fine clothing, with a slight negative connotation, like glutton.

'Clothes horse' is a wooden frame used for drying clothes.

It's often used metaphorically to describe models, since they are, in a sense, a frame used for displaying clothes.
