Gene Simmons is controlled by money, they're selling out European shows with Tommy and Eric... in markets the band has never played. They can't get away with this in the States, it seems every tour since 96 has either had Ace, Peter, or both. Gene has always said the reason Ace isn't in the band is because his drug abuse keeps him from meeting the demands of touring. If Ace successfully completes a solo tour sober, Gene has no reason to keep him out of KISS when it can make the band more money.

I don't think the world is ready for that much ROCK in one place, at one time.

I think it started when one of Ace's several replacements, Mark St. John, died in April 2007. People saw headlines reading "Former KISS Guitarist Dies" and assumed it was Ace. Just like when Eric Carr died, I kept hearing people say that Peter Criss was dead.
