I hate to admit it, but I almost got into a situation like that out of pure ignorance rather than drunkenness. I was moving stuff back and forth between my house and a self-storage facility, and I was on the storage lot leg of the journey and I suddenly had to piss like a racehorse. I noticed a conveniently-placed storm grating right next to the door of my storage building door so I whipped it out and found some relief. Only after I'd tucked everything away did I notice that I was the subject of about four surveillance cameras. Thankfully they must have just got a laugh rather than calling the cops on me, but I stayed away from the facility for a couple of days anyway.

If that doesn't, what does?

No matter how drunk you are, it doesn't give you free license to urinate in front of the police station in the middle of the afternoon
