Blacks are a sizable minority in this country, but they are still a minority. There are issues in this country -- the achievement gap, urban crime, the justice system and so forth -- that affect blacks more than they affect whites.

Time and time again people say "blacks need to deal with these problems themselves." This is an example of a minority group acting to deal with its problems.
