I agree, I don't think he believes terrorists calling their contacts abroad will record themselves and then turn themselves in. Apparently neither does the Senate. Two questions;

1) Why can't they just get a warrant? There are already secret courts designed to handle this sort of thing, and there are already rules that allow them to tap a phone for a short period of time while waiting on the warrant.

2) Why is terrorism so much more dangerous than the many, many other things that kill people that we should be willing to ignore the constitution for it? If we're going to ignore the constitution, we should at least go after the real killers - smoking and heart disease, auto accidents, etc.
