Put some of those pigeon strips with all the little nails up there. It would keep them off and of course it would be bad-ass in that "Road Warrior" sort of way.

Spikes really are an under utilized design idiom.

For some years, small scale retailers in Japan have been using dye packs against robbers. Near each clerk and register, several dye-and-scent filled plastic balls are kept. When thrown at a robber, the balls split and the fluorescent dye is released along with a special tracking scent that's well known to the Japanese police canine contingent. Also, Japanese civilians are trained to quickly report any suspicious, dye-wearing persons.

Now for someone to get their hands on a few cans of the dye and spray it on the masses. Make it impossible to ID the roof riders.

If one of the problems is overcrowding, how about investing in an extra car for each train? I mean, it's not a Tokyo subway.

This would never work in America.

The roof rider's lobby would sue to make the tops of the trains have seats and free food. Of course the 1500 volt wires would have to be properly shielded, possibly diverted to the inside of the cabins. The government would pay people to ride on the roof-tops with part of the money collected by the people buying tickets. Tagging people with dye would be deemed a human rights violation, while those who complain inside the train would get jailed for 'complaining.' The roof rider would of course have to be let off first making the people inside have to wait.


Then in America, could it work.

There would also have to be a madatory amount of rooftop riding space directly proportional to the amount of inside seating. If that proportion can't be met, a certain number of seats inside would have to be set aside to make up for the difference (fare subsidized, of course).

How about a giant squeegee like device at the end of the platform that scrapes them off as the train leaves the stations?

Then you don't have to wait until they get off at the destination to ticket them or whatever was wanted.

Too bad they are electric trains. If they weren't, there would be no wires or anything atop the train. Which means they could put an obstruction over the tracks, an inch higher than the top of the train. The train would pass under it, anyone riding on top would be knocked off at a high enough speed to win their Darwin Award. Maybe they could do the third rail type.
