it doesn't, but if you can find the passage where Bond is discussing the Quantum of Solace as the smallest amount of care for a person that it takes to be willing to help them (IIRC...), it is remarkable. Of course, there is nothing about that conversation in the movie at all, and the movie promises explosions on an order rarely seen by men in theaters. It's actually enough to make you want to read the short story, and here I was, thinking that for the most part, Bond has no depth. The characterization in that short story is excellent.

I, uh, heard it on NPR. I did, really, it was a great little spot, maybe it can be found online somewhere. It filled about ten minutes.

Yes, I'd think it would be, actually, seeing how it's the title of a James Bond story, and the theme song is a BOND THEME SONG.

So, yes, in this case, it IS relevant.
