To be fair, the justification for tobacco taxes is usually the cost to the public health system, so if you're going to tax cigarettes I don't see why you wouldn't tax pipes. Even if they're used for marijuana, they still cause a lot of the same chronic health problems.

And if your justification for cigarette taxes is just that you feel like being a dick, you can also apply that to pipes.

Basically, there's no real way to argue against this without arguing in favor of abolishing the cigarette tax, which is a major source of income for the state (conveniently at the expense of poor farmers in another state). Well played, political guy, well played.

Illinois did somethng similar. It passed a law where you had to have a stamp on your marijuana or it was illegal. It was just a way for them to nail some of the small timers with something that wasn't a drug law. Many stamps were sold...to collectors.

Works wonders on my arthritic joints, but I would not recommend it for headaches/migraines. No matter what the strain, it seems to intensify headaches, at least for me. Slightly hung-over this morning - I'd kill for an aspirin and a can of Irn Bru.

You can just make your own bong anyways. In college we used a 2 liter soda bottle and a pitcher of water. Besides, I prefer rolled "tobacco" products anyways. I never liked water pipes or other things.

20 states (new window) still have Marijuana Tax Stamp laws. They basically exist so that not only can they get you for possession of Marijuana, they get you for tax evasion as well.

You would think that, but Phillip Morris and Altria would give their cancerous right tentacles to get marijuana legalized. It would give them a new, profitable use for the umpteen brazillion acres of former tobacco land they own in and around Durham. Plus, already has an installed user base and less of a health stigma than tobacco. Win/win.

I wasn't much of a smoker, but I would partake from time to time. I made 1 out of a 2 liter bottle and a huge stock pot for my roommate.
He talked me into 1 hit, then I had to go to work. My boss thought I was sick and sent me home.

Not only that, but they needed a Constitutional amendment to outlaw alcohol back in 1929, and then another to repeal the first one, but I don't see any Constitutional amendments on the books outright banning cocaine, cannabis, opium, shrooms... (That's how they 'outlawed' it, they made it necessary to have a stamp to legally acquire or possess it, then they made the price of the stamp outrageous so no one in their right mind would buy one. I wonder what would happen if i wrote to the PA legislature and requested a cannabis stamp what would happen.)

Uh excuse me, let's pretend for a minute that the pipes in question are going to be used for tobacco. The tobacco that you'd put in the pipe HAS ALREADY BEEN TAXED! In addition to sales tax, you'd be levying a second tax on tobacco via this route. If your purpose is to tax marijuana to recoup the costs associated with health care due to smoking weed, a one time tax isn't going to help much. You should tax the marijuana instead.

Taxing the implements used to smoke weed is silly because outside of regular rolling papers people don't usually buy pipes/bongs/etc very often (although this is a college town, so I'd imagine they have a pretty decent turnover in customer base every year.

At worst(best?), this will close down the shops selling the pipes in turn losing sales tax revenue for the state, and people will get a pre-paid visa and buy one online or cross the border. The ones that do manage to stay open probably won't enforce a proper registry. I.P.Freely will be registered as owning quite a few pieces.

Someone should do a study to see how many pieces of garbage Legislation Bills one has to smoke to achieve a great buzz, and maybe they'll outlaw that and we won't have this nonsense anymore.

Holy shiat people, this guy wants to record your ID when you make a purchase and you're worried about the farking tax? Read this:

This guy wants to go back into the records when you get arrested for drug use and prove that you didn't buy this for tobacco. Enough evidence of that and he gets to prove that it isn't even intended for tobacco. Read that again. He's trolling for evidence and he's already using the "think of the children" angle.

Note: the tax is not to raise money. It's so they can seriously prosecute stores for failing to record the sale. Instead of a minor quibble, it becomes tax fraud or something.

Hey dumbass, you said you wanted to target "Kids going into gas stations in my neighborhood, ... and buying not only bongs, but screens for the rocks with the picture of marijuana". Why don't you add fines on stores that sell to minors and police it the same way you police alcohol sales? Well it's because he personally wants it to be illegal. If you live in Maryland, call this mutherfarker on it, and get your other senators to realize how full of crap this is. He's not solving the problem. Call the local news and explain how he's failing to solve the problem, and how simple the solution is. They already use underage people here to go buy alcohol with fake or no IDs, and bust the place if a sale happens. They do the same with cigarettes. Just do some enforcement here and there and the problem will go away, not completely but much more so than with your idiot bill.

If you cut off the legal market, where you can control what age people can buy stuff, you make an illegal market where you can't control it.
