The article doesn't say Romney's parents were Mexican, just that they were Americans living in Mexico because they were avoiding prosecution for their polygamy. A child born to American parents outside the country is still an American citizen and eligible to be President. Now, whether the story is bullshiat or not is another matter. It isn't that far fetched to believe that practicing Mormans were persecuted for their polygamist beliefs.

I would assume so; the question would be, what kind of rights would be reserved only for citizens? The founding fathers had their failures, but they made it explicitly clear that rights were reserved for all people, not just the white male landowners. I fear for us if we do start to create various official 'classes' of people in this country. We worked so hard to get away from that in the first place...
