No. He's using Tom Ridge's type of "personal reasons":

"Nicholas Burns, undersecretary of state, is retiring after 25 years of service to join the private sector."

At least he's being honest about that.

State was the bulwark against Cheney and his Pentagon people pushing for regime change in Iran. Losing Burns doesn't mean we will strike Iran, but it does mean Condi will lose even more influence in such discussions.

Bush DID say when first elected that the GOPhers were the "party of convictions".

He fergot to mention the commutations and pardons.
