By regulation he should be a Commissioned Officer. Mascots / Pets are considered Non Commissioned Officers (Sergeants), working dogs are considered Commissioned Officers.

When I was in the US Army in the 90's, I recall our K-9s carried enlisted rank. Later at the Landstuhl Army Medical Center I saw that they had a therapeutic dog (tiny critter, no bigger than a chihuahua) that carried officer rank. I asked the handler about the rank discrepancy, I can't remember if it was because it was Medical Corps or because it was USAF.
