I was actually just about to go to Naples for a couple of days, but I just learned yesterday that the whole city is piled high with garbage. I crossed that off my list...

This is what I got from other sources:

The Camorra (the local mafia) are making lot of money from the current situation by disposing of the waste illegally and also shipping in waste form elsewhere and hiding it in the landfills. They sabotaged previous efforts to build incinerators to maintain the status quo so the city has had to rely on landfills. However, they couldn't build any more due to the "not in my backyard" attitude from locals and, eventually, the landfills ran out of space and the city overflowed with garbage that had nowhere else to go.

Apparently, the Camorra pretty much own the local government so it's going to take national action to get anything done about it.

Although Italy is part of the EU, I get the impression that services in southern Italy are not yet as efficient and corruption-free as in, say, Germany or Luxembourg. If that's a stereotype that has outlived its usefulness, please correct me.

I'm in Naples (actually Pozzuoli) right now. There was a two week period this summer when trash was being picked up, and some areas are getting theirs picked up, but not here. Residents drive out to areas where somebody has chucked out a bag and suddenly hundreds, then thousands pile up. Then it rains and all the puddles are not rain water but trash effluent. Even on the infrequent occasion when an area does get picked up, it's never cleaned up 100% and the dumping starts immediatly afterwards.
