An alternate History:

After the defeat of the allies in WW2, Hermann Goering was given an awesome parade, There was a celebration of the "closing of the camps" because the war was over and the "solution" resolved. All that nonsense about "harsh" treatment at the camps was finally laid to rest. 4 soldiers were given 3 years each, and Himmler was retired (he later became minister of culture in his "comeback.")

Hitler commented: "These were rough times, and our soldiers did their duty. I have respect for every one of them. To ask questions about the camps is unpatriotic, and besides, it stains Germany's honor, so, let's just not talk about it."

If 11 soldiers were torturing people without the knowledge of their officers that itself is a crime that should be punished. There should have been, at least, a couple of Lt's, and a Captain who got their careers ruined publicly as a result of this. The fact that this didn't happen says a lot about how serious the Military was in getting to the bottom of this matter.

Oh utterly, but the problem is once you've been caught it's much better to own up and face the consequences then play the 'yea well what are you going to do about it?' card. At least it is if you care about international reputation and any claim to a moral high ground.
