Fire departments do, indeed, take pictures of fires, water rescues, MCI's, etc. for training purposes. Some remain in-house, some get circulated to sister departments, and some photos are submitted to professional fire magazines (Fire Engineering, Fire Rescue, etc.). It all comes down to intent. Was the purpose of the email for education or titillation? If the fire chief can prove that he has emailed pictures from previous incidents to enhance the education of other departments, then he may have a hydrant to stand on.

Otherwise, he's just Shirking his duties.

Why is everyone so sure what he did was wrong? Distributing this to all the departments adds credence to his story, if you had a kink like that you would keep it to yourself.

Journalistic integrity is what's at question here, they didn't check for precedent or anything of the sort.

I think this case hinges on whether the email contained 400 pictures and was titled "Training Photos, November 2008" or it contained 3 photos and was titled "Dead biatch Topless".

I don't see a problem with a fire chief mailing pictures from a crash scene to surrounding departments, if they were for informational/training purposes. Even if they had nudity so what? A crash scene is not going to be pretty, there's likely to be severe death and dismemberment, in that scenario I don't see how a boob is a big deal. It'd be like telling a group of doctors there can't be any nudity in pictures they send to each other for work related purposes.

Now if the pictures were sent for fun, and purposely to highlight the nudity, then that's a problem. But at first glance, how likely does it seem that a fire chief of all people would send out pictures of a fatally wounded woman for fun? It's possible for sure, we'll just have to see.

This is funny, because just today I caught part of some cop show that showed videos of two "drunk" women who were pulled over and proceeded to strip naked and drench themselves in water (lounged under sprinklers). Sure it was censored on TV, but the cop admitted to having a personal copy of the incident and you just know it got passed around.

I heard of a case a little like this myself, though the firefighter in question didn't lose his job over it. When I worked ISP tech support, around 1996 we got a call from a guy who asked about our policy on content posted by members online. We (by which I mean I, since I was the user support department) told him our policy was anything legal goes and we don't go looking for illegal stuff.

He was a fire chief who was a member of several firefighter boards, where he and others frequently posted pics of the aftermath of fires for discussion. His account was on CompuServe and one day out of a clear blue sky, they yanked his account for posting objectionable content online. Turns out one of the last batch of pics he posted had a burned body in the corner, amongst a bunch of wreckage, somebody opened an official complaint with CompuServe, and he got booted from their service as a result.
