I gotta say B. Chips should not be dipped...ever. A vast majority of the population are perpetrators of the Double-Dip. Salsa, cheese, and hot sauces should always be spread evenly over all chipped surfaces. This is the easiest way to stop the spread of the herp.

Ahh yes. I believe my combat instructors had some choice words about the wisdom of doing that... Basically the fuses on grenades tend to vary slightly. Some batches are fast, some are slow. Do you really want to be milking that grenade if you are not 100% sure that its a full 5 sec fuse? Its not the kind of mistake that you can make more than once.
