Good call, Number41. And on top of the obscurity of the situation, it's going to be incredibly expensive, difficult to enforce, and highly vulnerable to abuse. Meanwhile, the sex offenders with more devious intentions still have a big loophole: not taking the fricking bus.

The refutation of that is that it hurts public safety. In a major crisis, we know there's a good chance that the fundamentals will be executed awkwardly and incompletely. The mere existence of the program encourages evacuation workers to think about a trivial issue instead of fundamentals.

Of course, that argument won't work in a court of law :-(
