I don't see why this is an issue. It's the US government that has decided to make the site of a terrorist attack into a sacred shrine in the first place.

If the head of state of a foreign country that had nothing to do with said attacks wants to visit it, why would this be a problem? Besides, it's a good way to check his US-relations barometer, by seeing what he says or does there.
