I don't understand the UFO issue. It hasn't been identified yet, it is in the sky, possibly flying, and most likely is an object of some sort.

If the wind is blowing the right way, you can't hear a helicopter, you just see the lights. Why they were hovering there, I don't know. Testing their night-vision goggles?

Don't know about the breaking loose part, but if they're moving upward, the lights will appear to converge and hover. The "formation" looks relatively random to me.
