Simple solution:

Drag stalker back to your limo.

Get in and slam the car door on the chain between the cuffs.

Tell your chauffeur to drive around the block at 2mph, and go up by 1mph each lap completed.

I figure the stalker will be motivated enough to unlock herself by the time you hit the 4th lap at the latest.

I suppose justice might be to handcuff this reporter to a dirty, smelly, crazy-eyed street urchin for similar amount of time - with said urchin's prior consent and a small payment, extracted from reporter's funds, for the urchin's troubles.
