Colombian politicians get a little bit richer.

It doesn't just go into their accounts though. You see, the 19 million must go to some benefit to the people such as say a new stretch of road for example. So the program will be announced for the road building, and the contract will go to the Mayor's brother-inlaw or cousin, work may actually even begin. Naturally, there will be kickbacks and benefits to the mayor and of course his cousin will get richer as well, as will the rest of the family who are tirelessly "working" on the project. But before the road is finished being built, the funds will "run out", and the project will be terminated. Usually this means that the "work" which began stops dead in its tracks, often after having destroyed an old but functional road, leavign only a giant hole in the ground which will start causign accidents after the construction barriers are stolen by people who live nearby.

Welcome to the third world.

I wouldn't be too concerned about the jail sentence itself. Being locked up with a few thousand convicted felons who know you're worth $19m, on the other hand, doesn't sound like fun. And then there's the small matter of dealing with the guys who buried the money in the first place. Sounds like a good idea if you want to die a slow and very painful death. Otherwise, not so much.
