I've actually worked with some of this technology. It's really amazing what kind of image you can paint in the mind's eye with electricity applied to the tongue. I didn't read the article, but I know that one of the first uses of this was hooking the device up to sonar sensors, and sending signals to the blind test subject where solid objects were. The test subject was able to successfully navigate a building that he had never been in before.

The research center I worked for was using similar technology to develop a system for ground troops to use. Each troop had a transmitter and a receiver that allowed them to 'feel' where each other are. Basically a safety mechanism to prevent friendly fire accidents.
