Does Russian lack the word "to"? I don't even know what part of speech "to" falls under. What's to? I'm sure it's a particle or an article or a gerund or one of those other things I don't know the meaning of. I suck at English.

It's a preposition in this case. Can also be used as an adverb (as in, "After being knocked unconscious by a tremendous cockpunch, it was fifteen minutes before the submitter came to.").
